The problem of young driver safety prompted the formation of the Driver's Education Task Force. This Task Force had identified rates of young-driver crashes and young-driver traffic convictions as reasonable measures of the effectiveness of Driver Education. Driver Education instructors also identified lower rates of crashes and convictions as one mark of the success of Driver Education. The research based on Pennsylvania data found none of the following benefits of Driver Education: no lower crash rate, no lower conviction rate, no demonstrated change in seat belt use, no lower rate of risk-taking behaviors and no lower rate of crash severity or injuries.
