Over the years, considerable audit attention has been focused on the adequacy of U.S. Government cost recoupments in foreign military sales, and many reports have been issued to the Congress and to the Secretary of Defense on the subject. This report discusses certain of these past efforts, provides an overall perspective of progress made toward selling arms abroad at no loss to the Government, and identifies remaining barriers.
