The primary tasks of the project included: (1) A review of the state of the practice, including current American Association of State Highway and Transportation Officials (AASHTO) policies and guidelines, to determine the amount of flexibility/discretion allowed; (2) A review of research studies with similar objectives that have been performed elsewhere; (3) A review of the policies of other state highway agencies; (4) Analysis of bridge/approach guardrail crashes on low-volume local roads in Kansas: and (5) Benefit-cost analyses based on typical traffic and location features.
