The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 has redefined the role of Metropolitan Planning Organizations (MPOs) in the transportation decision making process. In addition to providing MPOs with greater authority in defining regional transportation systems, the Act emphasizes intermodal planning and greater community and private sector involvement in developing plans and programs. It is essential for MPOs to continue their ongoing collaborative forums related to transportation decision making. The report is designed to explore innovative methods of enhancing public and private sector participation during the transportation planning process and to assist MPOs in modifying and/or developing flexible collaborative decision making strategies.
