The paper investigates the effectiveness of government programs that collect information to identify motor carriers that pose the greatest threat to safety. Negative binomial regression techniques are used to establish the relationships of firm characteristics, ratings in government management safety audits, and inspections of vehicles at the roadside to accident rates for 20,000 firms. The management safety audits and the vehicle inspections both contribute to the identification of firms with the greatest potential for being involved in serious accidents.
