Implementation of a program known as Mobile Subscriber Equipment (MSE) will provide dramatic improvements to the Army Division as it interfaces with Corps in terms of mobility, stability, reduction of electronic signatures, and elimination of Corps interface problems. This paper offers recommendations of procedures focused on actions which could be taken by division signal battalion commanders which could ease the transition to MSE. The program, Known as Mobile Subscriber Equipment (MSE), is a wholesale replacement of communications equipment and doctrine at corps and division level. At an estimated procurement cost of $.5 B, it is certainly not the most expensive Army program. But it will have a dramatic effect on the combat effectiveness of our divisions and corps. The fielding concept for MSE calls for equipping a corps at a time, starting with III Corps at Fort Hood, Texas.
