The report presents findings from a literature study in the area of (1) economic analysis; (2) prediction of safety, vehicle operating costs, and environmental effects of different freeway designs and traffic conditions; and (3) monetary translation of travel time, safety, and environmental effects. The purpose of the study is to recommend procedures and parameter values to be used in developing a computer model for the evaluation of new freeways or freeway improvements in California. (Author)
