The selection of a location and a design for a highway to relieve a growing problem of traffic use on the Jacksonville highway in Josephine County, Oregon, is considered. Associated with the present congestion is an above average accident rate and a 20-year projection doubling the average daily traffic volume. Adverse effects include a normal short term disruption due to construction, the loss of frontage area and improvements thru right of way acquisition, and the other long term effects of a residence being closer to the travel lanes of a road. Commercial operations may be affected thru loss of facilities and/or parking space. Noise impacts will vary from a reduced level where traffic is diverted to a great increase where a roadway is built in a new location.
