This environmental assessment (EA) was prepared by the Maritime Administration (MARAD) of the U.S. Department of Transportation (DOT) to analyze the environmental effects of MARAD's proposed action to sell approximately 65 obsolete ships from the National Defense Reserve Fleet (NDRF) for scrapping. This EA considers three alternatives: (1) scrapping the vessels domestically; (2) scrapping the vessels in foreign countries; and (3) no action.
