This Final EIS has been prepared in accordance with the National Environmental Policy Act (NEPA). The public and agency scoping process resulted in the analysis of the following environmental resources: noise, air quality, safety, soils and water, biological resources, cultural resources, land use, infrastructure and transportation, hazardous materials and wastes, socioeconomics, and environmental justice and the protection of children. The Secretary of the Air Force proposes to beddown KC-46A aircraft for MOB 2 at one of five alternative locations. The goal of KC-46A basing and fielding is to continue to provide optimum Combatant Commander support and to efficiently meet regional and global receiver demands while replacing the KC-135 fleet. The ANG host unit would be assigned principal responsibility of the physical resources for mission accomplishment (aircraft, equipment, facilities) and the active duty associate unit would share those resources. Five alternative ANG locations were selected for this beddown: Forbes Air National Guard Station (ANGS), Kansas; Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey; Pease ANGS, New Hampshire; Pittsburgh ANGS, Pennsylvania; and, Rickenbacker ANGS, Ohio. The USAF has identified Pease ANGS as the preferred alternative.
