This report discusses the use of life-cycle costs in buying transit vehicles and makes recommendations concerning steps the Urban Mass Transportation Administration could take to improve the effectiveness of this procedure. We made this review because of concerns that the lack of adequate data and technical expertise in the transit industry would reduce the industry's ability to effectively carry out this procedure.
