The National Highway Traffic Safety Administration (NHTSA) prepared this Final Environmental Impact Statement (FEIS) to analyze and disclose the potential environmental impacts of Corporate Average Fuel Economy (CAFE) standards for the total fleet of passenger and non-passenger automobiles (later referred to as cars and light trucks, respectively) and reasonable alternative standards for the NHTSA CAFE Program pursuant to Council on Environmental Quality (CEQ) National Environmental Policy Act (NEPA) implementing regulations, U.S. Department of Transportation (DOT) Order 5610.1C, and NHTSA regulations.1 This FEIS compares the potential environmental impacts of alternative mpg levels that will be considered by NHTSA for the final rule, including the Preferred Alternative and a No Action Alternative. It also analyzes direct, indirect, and cumulative impacts and analyzes impacts in proportion to their significance. A broad and comprehensive analysis of the alternatives, varied by economic inputs and sensitivities, and likely environmental impacts are included in this FEIS for decisionmakers.
