The traditional use of the sand-salt mix the highway traction and safety enhancement in winter has resulted in severe problems of particulate matter in the air. The Colorado Department of Transportation has implemented its new winter roadway maintenance policy, which involves the increasing use of deicing chemicals and decreasing use of sand and/sand-rock salt mix. This study addresses the cost impact of the new policy to the CDOT winter roadway maintenance practice and the general and traveling public. In the midst of the fastest population growth in the last decade, CDOT new winter roadway maintenance policy has shown to benefit CDOT in the enhancement of its public image and appreciation and the winter roadway maintenance cost reduction, the traveling public in the reduction of insurance cost and the enhancement of highway safety, and the general public in the improvement of air quality.
