The report is composed of two parts: the first part (Part II) is dealing with general overview of ITS related issues, and the second part (Part III) is dealing with the development of the prototype. Part II include the sumary of the Transportation Research Information System (TRIS) search results, the summary of the ITS North America Tour by Institute of Transportation Engineers (ITE), the summary of the comparison of data collection technologies, and the summary of Transportation Management Centers in the selected cities. Part III describes the prototype development effort. The prototype is considered as the proof of the concept. Also, a hypothetical synthetic transportation network (freeway, arterial, and local) with 12 nodes and 14 links used.
