A proposal is given for a low cost European launch vehicle, and technical solutions leading to cost reduction are discussed. The vehicle configuration is of modular conception, has 1000 tons take-off weight, and 10 tons payload weight in low earth orbit. Unnecessary developmental risk is minimized by using the low cost booster concept and by limiting development to that absolutely necessary. The possible technical solutions in configuration, trajectory, guidance and control, propulsion system, structure and reliability are discussed.
