We describe a novel design of electro-optical modulator using transparent conducting oxide (TCO) with high /spl sigma///spl alpha/ ratio as electrode. We show that by engineering TCO's /spl sigma///spl alpha/ ratio, both low voltage and high-speed can be achieved.
