Based on the analysis of the incident information data of China’s civil aviation in recent 10 years, this paper takes the runway excursions as the research object, establishes the safety control structure model of the runaway excursions by STAMP model, analyzes the influencing factors such as system components, external interference, and component interaction by STPA method, and forms a safety constraint index system. The improved AHP algorithm is used to screen the important factors in the above index system, which provides a new idea for the industry to build a safety performance index system, and also provides a new way for further combining the ideas of system engineering to carry out accident prevention more effectively.
