In order to effectively control the phenomenon of "Unruly Flying" about Unmanned Aerial Vehicle (UAV), early warning interference measures should be taken to protect the privacy of people by researching on the civil UVA counter system. Therefore, the paper discusses the research on the civil UVA counter system. The system is designed to perform two functions: early warning and delayed interference. The general algorithm of the BeiDou satellite positioning distance is used to verify the early warning function. The delay algorithm the BeiDou signal forwards demonstrates the feasibility of the function for delayed interference. The results show that the effect of counter-production on civil UAV can be achieved by defining the early warning and delay results.
