The present invention comprises: an abnormal torque estimation unit (16) which estimates abnormality in the torque of a motor on the basis of a target current value determined by a current command computation unit (3), a detection current value obtained by a detection phase current calculation unit (15), and an electrical angle calculated by an electrical angle computation unit (14); and a shutoff management unit (17) which stops driving of the motor if the output torque is abnormal.
