The invention relates to a structure lifting device and a bridge lifting method using the same, which are capable of preventing overturning caused by constant loads (such as thermal loads) and emergency loads (such as braking loads) acting on structures like bridges, thereby enabling more effective control of the structure lifting device. To this end, according to the present invention, the structure lifting device comprises: a cap support plate provided as an expansion cap plate in the form of a horizontal plate integrated on the upper surface of a jack receiving portion where the upper outer surface and inner surface of a hydraulic jack are in contact with the upper outer surface and inner surface of the hydraulic jack.
