Provided is a control device. The control device includes: an acquisition unit for obtaining system information including a display time of a progress signal of a plurality of traffic lights disposed within a setting area; an extraction unit for extracting an interlock width corresponding to a time width in which a specific means of transportation can pass through a set area in an unstoppable state through analysis of the system information; and a controller for controlling the traffic lights based on the interlocking width. Therefore, an effect on traffic congestion can be minimized.
