To provide a device and a method for developing a mode with a combination of gradient and velocity.SOLUTION: A device and a method for developing a mode with a combination of gradient and velocity according to the present invention provide a method for collecting road gradients using GPS, which can calculate road gradients more accurately, is suitable for collecting road gradients over a wide area, and lays the foundation for developing a gradient mode, considering the conventional problem of difficulty in collecting road gradients. The construction of the mode with a combination of gradient and velocity based on the actual data segment of the vehicle and the simultaneous distribution of road gradient-gradient change rates can better reflect changes in road gradient, and thus can be used for the government to develop standards in the areas of energy consumption and emissions, and for development of corporate vehicle types and test design, and has important social importance and economic value.SELECTED DRAWING: Figure 1
