To reduce the possibility of occurrence of an accident during propulsion in liquid.SOLUTION: A disk-like robot 1 which is a propulsion device propelling in liquid includes: fin muscle units 10 which are a plurality of stick-like members with each member lined up peripherally with tip ends facing outward with intervals as well as being provided to be rotatable in a prescribed range in a direction vertical to the lined up direction with a prescribed positions on the base end side as the rotational axis; an actuator 20 and a central unit which are fin muscle movement units for making the plurality of fin muscle units carry out a reciprocating rotational movement in a prescribed range so that a phase difference occurs between adjacent fin muscle units 10; and film-like units 40 which are a plurality of film-like members with each member connected to each of the adjacent two fin muscle units 10 and provided in portions in between the fin muscle units 10.SELECTED DRAWING: Figure 1
