To provide a vehicle control device, a vehicle, and a vehicle control method capable of passing through a scene in which a lane increases or decreases in a stable state.SOLUTION: A vehicle control device 100 comprises: an outside field recognition unit 142 that recognizes a surrounding situation of an own vehicle M; an area specification unit 143 that specifies a specific area where the own vehicle M travels; and an automatic driving control unit 120 that controls a vehicle in front of the own vehicle M based on a recognition result of the outside field recognition unit 142. The automatic driving control unit 120 sets, as a shifting condition, at least that a preceding vehicle recognized by the outside field recognition unit 142 exists on the own lane to the transition condition from a first driving state to a second driving state. When the own vehicle M enters the specific area, the automatic driving control unit enables the second driving state to be continued if the own vehicle M enters in the second driving state, and when the own vehicle M enters in a third driving state, the automatic driving control unit shifts to the second driving state.SELECTED DRAWING: Figure 2
