To provide a vehicle control device, a vehicle control method, and a program capable of executing more appropriate self-traveling parking.SOLUTION: A vehicle control device according to an embodiment includes: a recognition section for recognizing the surrounding environment of a vehicle; a driving control section for executing driving control by the speed control and steering control of the vehicle on the basis of the recognition result of the recognition section; and an acquisition section for acquiring the amount of remaining energy of the vehicle. In a state where the vehicle is parked or has been parked in a first parking area for parking of the vehicle by traveling by the driving control, and when the amount of the remaining energy acquired by the acquisition section is equal to or less than a threshold value, the driving control section allows the vehicle to move from the first parking area to a second parking area where the vehicle can be parked by traveling by the driving control and traveling by manual driving.SELECTED DRAWING: Figure 1
