PROBLEM TO BE SOLVED: To reduce the force acting on the area where a strap comes into contact with an occupant's body.SOLUTION: A vehicle occupant protection apparatus has a strap 11 configured to extend across the front of a body of an occupant sitting on a seat 5 of a vehicle, a pre-tensioner configured to retract the strap 11, a vehicle orientation sensor configured to detect either a change in the orientation of the vehicle or an operation for changing the orientation, and a controller configured to cause the pre-tensioner to start retracting the strap 11 prior to a collision or when a collision occurs. After starting retracting the strap 11, the controller temporarily stops or eases the retraction of the strap 11 in accordance with the change in the orientation of the vehicle.SELECTED DRAWING: Figure 6
