The invention discloses an automatic license plate recognition system and method based on video streaming, and the system comprises a server, and a temporary license plate recognition module and a toll station module which are connected with the server, the toll station module is used for carrying out the charging control of a vehicle entering and exiting a highway, and the toll station module is provided with a license plate monitoring module and a charging system. The license plate monitoring module monitors a license plate of a vehicle, when it is monitored that the vehicle has the license plate, charging management is directly conducted on the vehicle through the charging system, and when it is monitored that the vehicle does not have the license plate, data information is sent to the temporary license plate recognition module; the temporary license plate recognition module is used for receiving the data information sent by the license plate monitoring module, starting recognition of a temporary license plate and uploading information data of the temporary license plate to a server; according to the method, equipment does not need to be additionally arranged, temporary board identification can be completed by directly using a video call camera, and the operation and maintenance cost is effectively saved.

本发明公开了一种基于视频流的自动车牌识别系统及方法，包括服务器，以及与所述服务器相连的临牌识别模块和收费站模块，收费站模块：用于对车辆进出高速进行收费控制，收费站模块设置有车牌监控模块和收费系统，其中车牌监控模块对车辆的牌照进行监控，当监测到车辆存在牌照时，则直接通过收费系统对该车辆进行收费管理，当车牌监控模块监测到车辆无牌照时，则将该数据信息发送至临牌识别模块；临牌识别模块：接收车牌监控模块发送的数据信息，启动对临时牌照的识别，并将临时牌照信息数据上传到服务器中；本发明不需要另外增加设备，直接使用视频通话的摄像头即可完成临牌识别，有效节约运营和维护成本。
