The invention relates to the technical field of automobile energy consumption monitoring, in particular to an energy consumption monitoring and management system of a vehicle-mounted instrument system, which comprises the following modules: an energy consumption monitoring module for collecting energy use data of a vehicle in real time by utilizing a multi-sensor integration technology; the spectral analysis energy consumption diagnosis module is used for monitoring vehicle parts and units which are difficult to detect by using a spectral analysis technology and comprise a lubricating system, an engine interior and an exhaust system; the data processing and analyzing module is used for analyzing the data collected by the energy consumption monitoring module and the spectral analysis energy consumption diagnosis module, identifying the energy-saving potential and providing energy consumption optimization suggestions; the instrument interface module is used for providing real-time energy consumption information, energy consumption optimization suggestions and diagnosis results of spectral analysis; and the control strategy module is used for automatically or manually adjusting the running parameters of the vehicle. According to the invention, limitation on monitoring of some key components is broken through through a spectral analysis technology, so that energy consumption management is more comprehensive and accurate.
