The invention discloses a pre-tightening force limiting retractor and a safety belt device, and relates to the technical field of retractors. The pre-tightening force-limiting retractor comprises a mandrel mechanism, and the mandrel mechanism comprises a movable shaft, a fixed shaft assembly, a torsion bar and a pre-tightening auxiliary part. The movable shaft is connected with the safety belt and is provided with a first assembly position; the fixed shaft assembly is connected with the pre-tightening mechanism and is provided with a second assembling position; the first end of the torsion bar is mounted at the first assembly position, and the second end of the torsion bar is mounted at the second assembly position, so that the pre-tightening mechanism pre-tightens the movable shaft through the fixed shaft assembly, and the torsion bar is further used for providing a force limiting effect; the pre-tightening auxiliary part is connected with the movable shaft and the fixed shaft assembly, the pre-tightening auxiliary part is used for bearing pre-tightening force together with the torsion bar during pre-tightening, and the pre-tightening auxiliary part is further broken during force limiting, so that the force limiting effect is provided for the safety belt only through the torsion bar. According to the pre-tightening force limiting retractor, the high pre-tightening performance can still be achieved under the condition of the low force limiting grade.
