The invention discloses an active and passive safety fusion control method and system. The method comprises the steps that vehicle driving related parameters are collected; the vehicle running related parameters comprise wheel speed, transverse acceleration, longitudinal acceleration, steering wheel angle, yaw velocity, brake pedal signal and accelerator pedal signal; determining a stability factor of each related control component in the vehicle based on the vehicle driving related parameters; based on the stability factors of all the related control components, the stability factors of the whole vehicle are determined; and an active safety belt is adjusted according to the whole vehicle stability factor.
