The invention relates to a power control system and a vehicle. The power control system includes: an ECU configured to control (i) charging to the vehicle from the power facility, and (ii) discharging from the vehicle to the power facility; and a user terminal configured to allow a user to individually set the charging power setting value and the discharging power setting value. When charging from a power facility to a vehicle is performed, the ECU is configured to control power charged to the vehicle per unit time to correspond to a charging power setting value set by a user using the user terminal. When discharging from the vehicle to the power facility is performed, the ECU is configured to control power discharged from the vehicle per unit time to correspond to a discharge power setting value set by a user using the user terminal.
