The invention provides a system and a remote controller for unmanned aerial vehicle safety. An identity of an unmanned aerial vehicle or a user may be authenticated using an authentication center, an air traffic control system configured to receive an unmanned aerial vehicle identifier of the authenticated unmanned aerial vehicle or a user identifier of the authenticated user, and a set of flight regulations is provided based on the authenticated unmanned aerial vehicle identifier or the authenticated user identifier.
