The invention relates to the technical field of ship simulation experiment devices, and particularly discloses a ship gas layer simulation observation device and a ship gas layer simulation measurement method. The ship gas layer simulation observation device comprises a model ship, a cylinder body and a gas injection device, water is stored in the cylinder body, and the model ship is arranged in the cylinder body and rotates along a first axis; the ship bottom of the model ship is immersed below the water surface; and the gas injection device comprises a plurality of gas injection heads, and the gas injection heads are arranged on the ship board of the model ship and used for continuously injecting gas to the position below the ship body of the model ship. According to the device, the problem that huge manpower and material resources are consumed when a test is directly carried out on a real ship is solved.
