The invention discloses a vehicle moving notifying system and a processing chip. The vehicle moving notifying system comprises an imaging device, an information acquisition device, the processing chip and a communication device, which are arranged on a vehicle; wherein the processing chip is electrically connected with the information acquisition device, the imaging device and the communication device respectively; the imaging device outputs vehicle moving prompting information to the external surface of the vehicle so as to prompt a user of the vehicle required to be moved to input vehicle moving indication; when acquiring the vehicle moving indication, the information acquisition device sends a response command to the processing chip; according to the response command, the processing chip controls the communication device to send the vehicle moving notifying information to communication equipment of the user of the vehicle. According to the vehicle moving notifying system and the processing chip, the vehicle owner can be automatically notified to move the vehicle, the phone number of the vehicle owner is not exposed, operation can be simplified, dialing by other people is not required, and the economic expenditure of the other people can be saved.
