Abstract This paper describes two related aspects of a transportation planning study recently completed for the Sudan—the use of scenarios and the prioritization of those scenarios and the associated transport projects. In the use of scenarios, considerable care was taken in the specification of different types of scenarios and the planning issues each is designed to highlight, and the approach should find application to other transport problems. For the selection of a particular scenario, to be used as a basis for detailed transport project planning, a new method of evaluation or prioritization was developed, and this is presented also. Both are illustrated by the application to the Sudan.
