Delay formulas are derived for vehicles at isolated intersection at which vehicle arrivals are supposed generated by binomial process, departure rates are assumed constant, and control method is to switch lights when favored queue empties; mean delay is calculated using discrete analog of method used by J.N.Darroch, R.W. J.Morris, and G.F.Newell for case of random arrivals; probability generating function for delay is developed yielding, in particular, variance of delay.
