Universal turbulence standardization technique described is based quantitatively on atmospheric turbulence itself rather than on effects it produces on aircraft; it provides single turbulence intensity number which may be measured continuously in flight and, with knowledge of aircraft type and speed, can be linearly related to rms value of vertical accelerations of aircraft; intensity rating provides standard for communication and quantitative method of relating aircraft response and pilot "feel" to turbulence.
