Regulation which places ball and chain on traffic of doubtful value; traffic signals used only at hours needed; unnecessary distractions eliminated; support without question proper control by state highway department of highways under their jurisdiction; state highway department of highways under their jurisdiction remove unnecessary irritants to traffic, and man-made irritants of unwise restriction; removing unnecessary irritants to those who lawfully use highways on foot.
