The article gives a presentation of algorithms of evaluation of clutter parameters by maximum likelihood method – coefficients of interperiod correlation and the Doppler phase shift for a repetition period. The likelihood function is introduced for reference count of Gauss clutter. As a result of the solution of the appropriate equations the final algorithms were obtained for valuation of coefficients of inter-period correlation and Doppler shift of clutter phase. A block diagram is given of measurement tool for evaluations of the appropriate parameters of clutter, and this diagram can be used in systems of adaptive processing of signals on the background of clutter, and the analysis of accuracy of evaluation of desired parameters of clutter is presented, with dependence on the volume of learning sample and correlation properties of clutter. The comparison of the results of calculations and the statistical simulation confirmed asymptotic efficiency of the obtained estimates of the clutter correlation parameters.
