Pavement conditions have a significant effect on the stability of traffic movement. The primary objective of this study is to evaluate the effect of freeway pavement conditions on traffic flow stability. Measuring 17 freeway sections from an on-ramp to an off-ramp and 250 locations, the research team has collected more than 1250 data from five kinds of variables including SRI, PCI, RQI, RDI, and PSSI along the Shanghai-nanjing freeway. Analyzing the effects of pavement conditions on traffic flow, this study chooses exact, representative, and independent ones including SRI and PCI from variables. Under consideration of traffic volume, Cv (standard deviation of speed/interval average speed) is simulated. The data analysis results show that SRI and PCI together have a high relationship to Cv in a regression model. From the perspective of traffic safety, this study provides a new method for evaluating the effect of pavement conditions on freeway safety.
