It is in the National interest that the capacity of our Marine Transportation System (MTS) and associated port, rail, and highway infrastructure be improved to keep pace with the demands of trade. The criteria by which successful increases to capacity are incrementally met will be measured in terms of safety and efficiency of the entire transportation system and its impacts with the surrounds. Improvements to capacity must be implemented while respecting our environment and protecting population centers. Significant advantages for development lie within scenarios considered opportunistic for growth at each U.S. coast.
