This paper presents a combination transit scheduling scheme which some vehicles provide an all-stop service and the other vehicles are allowed to skip some stops as an express service. The stops serviced by express vehicles are determined by the unbalance coefficient of passenger demands on a given public bus line. The underlying scheduling model with express strategy based on the congestion effect was formulated as a nonlinear programming problem. The objective is to minimize the total of passenger waiting times, passenger in-vehicle times and vehicle running times. A heuristic procedure which is based on genetic algorithm was used to solve the model. Finally, the proposed model and algorithm were successfully tested with the help of a real-world case.
