The invention discloses a transition water deep sea floating type wind power platform and a mooring system.The transition water deep sea floating type wind power platform comprises at least two buoyancy tank structures, a tower barrel structure and a fan assembly which are sequentially connected from bottom to top, and the adjacent buoyancy tank structures are connected through inclined strut structures; the tower barrel structure is arranged on at least one of the buoyancy tank structure and the inclined strut structure. The buoyancy tank structure and the inclined strut structure can be selectively built in different sites, then assembled in a unified mode at a wharf and finally assembled with an upper wind turbine generator set in the water, so that the building period can be greatly shortened, the cost is saved, the buoyancy tank structure can be partially or completely located below the water surface, and the construction period is shortened. The draft needs to be comprehensively determined according to the stability and environmental parameters, different water depths can be adapted, and the adaptability of the wind power platform is improved.
