This paper presents an algorithm based on delta TOA and azimuth measurements of the receiver station, together with the intermittent height data of the T/R station, for 3-D location and tracking of moving targets in a bistatic radar system. The location principle of the technique is analyzed in detail. In the condition of jamming it is sometimes difficult for a T/R station to transmit its information to the receiver continuously for data fusion. Therefore it is necessary to study the way of how to use intermittent data. The purpose is to increase the tracking precision in height direction when only using measurement data of the two-coordinate receiver. The significance of this method is that the presence frequency of opponent countermeasure can be effectively decreased, then it becomes possible for the bistatic system to increase its location and tracking precision by using redundancy of its measurement completely. With the help of computer simulation, this paper evaluates the performance of this algorithm for three typical target paths.
