Presented is the statement of Frank C. Conahan before the House of Representatives on management issues and challenges facing the National Aeronautics and Space Administration. Issues covered are: bringing plans in line with likely budgets, managing systems development efforts more efficiently, improving operations and oversight, and preserving U.S. aeronautical leadership.
