In a statement after Questions on 12 December 1983 the Secretary of State for Transport announced the Government's intentions regarding the privatization of British Airways. He added that he had invited the Civil Aviation Authority to review the implications of this for competition and for the sound development of the British airline industry. The Authority had responded that it would review these matters in consultation with the industry and representatives of users and that it would make any desirable changes in its Statement of Policies on Air Transport Licensing or other recommendations. In April 1984 the Authority issued an interim assessment. This in turn drew further responses in the light of which, and of further inquiries and discussions, the Authority has reached the conclusions set out in the present report.
