To provide a navigation device and a navigation method for searching a route by appropriately considering a use waiting time of a road vehicle in searching a route using a railway and the road vehicle.SOLUTION: In a navigation system, a navigation device 10 executes route search processing comprising: route specification processing to specify a route including getting-off at a railway station and moving by a road vehicle from a getting-in place near the getting-off station to a destination, as a movement route of a passenger under a future predetermined condition from a departure place to the destination; waiting time calculation processing to estimate a waiting time at the getting-in place of a passenger from arrival at the getting-in place to a start of a movement by the road vehicle, based on human flows in the getting-off station and the getting-in place; route movement time calculation processing to calculate a movement time by the route from the departure place to the destination, including the estimated waiting time; and result output processing to output information of the calculated movement time.SELECTED DRAWING: Figure 1
