To correctly obtain a traffic state in real time in a traffic state prediction device.SOLUTION: A collection data characteristic table stores tabulation unit information for each mobile body, which indicates whether position information collection data which has been input to a traffic state prediction device is tabulation data or individual data. An individual observation information estimation section determines whether position information collection data is tabulation data or individual data based on tabulation unit information, and replaces tabulation data with individual data when position information collection data is tabulation data as a determination result, so as to generate individual observation information for each mobile body. An individual position prediction section predicts a position of a mobile body at a prediction object time based on individual observation information, so as to output an individual position prediction result.SELECTED DRAWING: Figure 1
