Vehicle recognition means 4 recognizes and outputs a vehicle included in the captured image. Vehicle image extracting means 6 extracts an image (vehicle image) of a vehicle portion based on the above recognition. Part extraction means 8 extracts a part region such as front and rear tires, a front surface, a side surface, and an upper surface in the vehicle image. Size estimation means 10 estimates whether the vehicle is a large vehicle or a small vehicle based on a relationship between the extracted plurality of part regions. This size estimation means 10 can be constructed by inference means in which the relationship between a plurality of part regions is specified and learned for the large vehicle and the small vehicle.
