To mitigate a load a user incurs at a time of requesting a ride-hailing service.SOLUTION: A ride-hailing service management device 1 includes a request acquisition unit 132 that acquires a ride-hailing service request for a taxicab and a user's ride position from a user terminal 2 of a user who requests a ride-hailing service for a taxicab, a condition specification unit 131 that detects an unoccupied taxicab and the position of the unoccupied taxicab, a demand transmission unit 133 that transmits a ride-hailing service demand to the unoccupied taxicab located within a search range for an unoccupied vehicle that is a predetermined range from the user's ride position, and a setting unit 134 that, when a predetermined condition is met, sets the operation mode of the demand transmission unit 133, in which the request acquisition unit 132 has acquired a ride-hailing service request from the user terminal 2, to an unoccupied vehicle wait mode. When the operation mode is set to the unoccupied vehicle wait mode, compared with when the operation mode is not set to the unoccupied vehicle wait mode, the demand transmission unit 133 continues transmission of a ride-hailing service demand over a longer period of time.SELECTED DRAWING: Figure 2
